Busy developer eyes new apartment complex near downtown Oakland


OAKLAND — An apartment complex that would add more than 150 residences is being considered at an Oakland site where a popular Korean restaurant now operates, a proposal being reviewed by city planners shows.

Residential development is planned at 3801 Telegraph Ave. at the corner of West MacArthur Boulevard in Oakland, according to documents filed at City Hall.

City records show that Riaz Capital is the developer of the proposed project. The Oakland-based company has become active in proposing development projects in the East Bay.

Riaz Capital paid $3.7 million to purchase the property, according to documents filed in December 2021 with the Alameda County Recorder’s Office.

Among the developer’s offerings, all of which are on sites the company owns through an array of affiliates:

  • A conversion of the Z Hotel at 233 Broadway in the Jack London Square area of ​​downtown Oakland to create 102 residential units.
  • 124 apartments that could be developed on a site at 2310 Ellsworth St. in Berkeley.
  • 174 apartments planned for a property at 3030 Telegraph Ave. in Berkeley.

The recent proposal at 3801 Telegraph Ave. in Oakland envisions a seven-story apartment complex that would sprout on the nearly 0.3-acre site.

“The first floor will have a gym, rental office, parcel concierge and 1,849 square feet of retail space,” the planning documents state.

Seoul Gom Tang, a Korean restaurant, currently occupies the site. The restaurant has averages of four stars or more on Yelp and Google, with nearly 1,000 reviews in total.

“An unpretentious restaurant serving a variety of traditional Korean dishes in a casual setting,” is how the restaurant is described on the Google Reviews website.

Existing buildings on the property would be removed, according to planning documents.

Units in the proposed Oakland project would be a mix of high-performance studios and two-bedroom units, the development proposal says. The apartments would range in size from 327 square feet to 578 square feet.

Potential monthly rental levels were not disclosed in the application.

Riaz Capital has proposed an array of amenities for the roof level of the project, according to planning documents.

“The project will have a common living room and a terrace on the seventh floor with views of the bay,” the developer’s proposal reads.
